Wires the boot toast + the LayerManager population pipeline. F2/S8: the theme-selector
UI moved to the theme-selector capability (mounted on geoleaf:app:ready) and the
default theme is applied by ThemeEngineModule — neither runs here anymore.
The teardown UIModule.destroy() runs when the application is unmounted: the
re-sync listener goes, and a pipeline still loading never posts it. It used to stay, one
more on every mount.
