{ value, category } objects. The payload can come from integrator code through
applyFilter, so it is checked rather than trusted: a non-array yields [], and an
entry is kept only if it is an object whose value is a non-empty string and whose
category is a string. Other keys are not copied. Wrong types, null entries and a
non-array are dropped rather than thrown on.
