True once init() has bound a map — the seam's real readiness predicate.
Exported for legend-seam.ts, which guards the kernel callers (style selector, theme
UI sync). They fire while the theme engine is applying its layers, i.e. BEFORE the
geoleaf:app:ready mount; without this predicate the seam let them through and each
one hit the !_map branch of loadLayerLegend. Nothing is lost by stopping them:
LegendLifecycle loads every configured layer's legend right after init.
