Reads the entity ops still on screen (pending, inFlight, failed, quarantined) of the
ACTIVE profile only — an entry captured before 3.18.0 carries no profile and is read under
every one —, resolves its host layer, drops rows without a layer or entity id
(logged, never silent), collapses multiple ops per id to their net
state, then upserts (mergeFeatures) or removes (removeFeature). Safe to call
repeatedly — dedup by id makes replays no-ops for already-present features.
