has to know which motives that sentence is true for, BEFORE the click: a button that does
nothing when pressed teaches the user to stop pressing it, which is the argument
offline-ui's status block already states in its own words. Without this read, every
surface would hard-code the list — and a plugin cannot import the core (INV-NS), so its
copy would be free to diverge on the exact point the arbitration of 07/08/2026 settled, and
no gate could see it.
