Binds a layer's gestures again, on the sub-layers it has NOW — for a layer that was given
a sub-layer after its creation.
A layer's sub-layers are completed when it receives a geometry it could not draw
(growGeoJSONLayer), and the engine's delegated listener only knows the list it was
subscribed with: without this, the new sub-layer would be drawn and never heard — the very
defect a layer created empty had. The handlers are the ones of the first binding, on the
map of the first binding; only the list changes.
No-op for a layer that was never bound: a layer that is not interactive stays so.
