Function activateDesktopPanel

Moves the filter panel, the layer manager and the legend into their tabs of the side panel.

Any of the three built after this call is adopted as soon as it appears, so the call need not follow Legend.init() or LayerManager.init(). A no-op before initDesktopPanel() and below the desktop breakpoint, whose crossing activates the panel on its own.
